Job Description:
The Pennsylvania Chemical Plant, formerly known as Project Franklin, will be a world-scale petrochemical plant in Western Pennsylvania that upgrades locally-produced ethane from Marcellus and Utica shale formations gas production to make polyethylene. As construction of the site progresses, the site is now growing to support Commissioning and Start-Up activities and prepare for full operation in the early 2020s.
Key responsibilities of the position:
Develop/write policies/practices/procedures/plans for the site safety and security program
Process Focal Point for:
Contractor Safety Program
Support contractors as the H&S Company representative
Communicate incident information, trends, compliance assurance issues to contractors and contract owners and holders
Conduct regular compliance checks with contractors
Collect contractor hours worked
Ensure contractors are conducting investigations on incidents and Near Misses and review the information
Conduct Hazard Assessments with contractors
Participate in contractor safety activities
Conduct Pre-Job Safety Meetings
Provide field coaching to contract employees
Schedule and participate in monthly Contractor Safety Forum meetings
Participate in safety meetings and Safety Stand-downs in their areas of responsibility
Maintain oversight of Contractor Competency Assurance Process
Serve as resource for contract employees in general safety questions
Maintain Contractor Safety Training content
Help with Security Access Card/Pro Watch Implementation
Assist with implementation of the badge readers and training of the guards who will be operating the system
Assist in trouble shooting of the Pro Watch system after commissioning
Assist with guards operating the security cameras
Serve as back-up to the Security Manager for the site
Serve as Safety Officer during emergencies (ICS Duty)

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Minimum of Associate Degree in Safety or other related field is preferred
With at least five (5) years Industry/Construction safety experience (in Petro-chemical or other manufacturing facility is an advantage)
With at least three (3) years of managing security contractors
Knowledgeable of OSHA 1910 standards
The individual must bet credible Safety professional with strong interpersonal skills and the ability to operate between different levels of people within the organization
